The Haqqani Network and the Threat to Afghanistan

Dans un article de Foreign Affairs, Jeffrey Dressler, souligne le rôle grandissant de la famille (et du clan terroriste) Haqqani en Afghanistan et au Pakistan d'où il origine. Ce groupe est d'après l'auteur la principale menace à la sécurité en Afghanistan dans le contexte du retrait des troupes de l'OTAN.

"The Haqqanis are no longer a southeastern-focused Afghanistan insurgent group. They have become a regionally focused insurgent-terrorist organization that maintains ties with al Qaeda. The Haqqanis are the most powerful insurgent group in Afghanistan, and, should Omar die, they could seize the overall leadership of the insurgency from the Quetta Shura Taliban. Mistaking that fact will leave Afghanistan not to Afghans but to a terrorist network at the height of its powers."

La puissance d'Haqqani pourrait bien, en effet, atteindre son apopgée compte tenu de l'appui d'une partie des services secrets pakistanais dont disposerait le groupe. 

Cette thèse ne fait toutefois pas l'unanimité, Foreign Affairs ayant elle-même publié un article en sens contraire par Seth G. Jones selon qui il faudrait se concentrer sur la base de replis des Talibans au Pakistan.

"The United States has placed outsized importance on disabling the Haqqani network along the Afghan-Pakistan border. Yet in focusing on this group -- which enjoys little popular support in Afghanistan -- the United States is neglecting the more important (and difficult) task of dealing with the Taliban sanctuary deep in Pakistan’s Baluchistan Province."

D'après l'Associated Press Le lieu du procès de Saif el Islam Kadhafi devient un objet de débat : la Libye ou la court international de La Haye ? Ceux qui l'ont pris dans la ville de Zintan veulent qu'ils soient jugé en Libye.

Plusieurs libyens voudraient sans doute juger le fils de Mouamar Kadhafi comme son père, rapidement et sévèrement. C'est ce que craint la court internationale qui veut assurer au fils Kadhafi un procès équitable.
